Guide
There is no separate upstream petroleum ministry
The Petroleum Management Programme is the upstream petroleum resource inside the Ministry of Natural Resources.
What the official sources say
Searches for an upstream petroleum ministry land on the Petroleum Management Programme, a programme of the Ministry of Natural Resources. Its site, petroleum.gov.gy, publishes petroleum agreements, licences, and local-content guidelines. It is the official library this product cites. It is not a PetroMetric partner and it has not endorsed this site.
Block-specific rules live in the executed agreement and the licence, not in a general webpage. The programme's documents page is the index. A model or a published agreement for one block is not every contractor's contract.
Checklist
- Start from https://petroleum.gov.gy/docs-and-pubs/ when you need a primary petroleum document.
- Record the block, the licensee, and the document date on the obligation.
- Keep local-content guidelines under the Secretariat, not as if they were the Act.
- Do not add a Petroleum Commission until its establishment is verified.
- Separate this row from EPA, GEA, and MARAD.
Questions people ask
Who publishes upstream petroleum guidelines?
The Ministry of Natural Resources through the Petroleum Management Programme at petroleum.gov.gy, including Local Content Secretariat guidelines hosted there.
Does that site replace the petroleum agreement?
No. Published copies help you read the instrument. The binding text for a project is the executed agreement, licence, and approved plan for that project.
Has the Ministry endorsed PetroMetric?
No. Linking to an official page is a citation. It is not affiliation, approval, or endorsement.
